Consider the dot method, shown on the right, to represent the hours and minutes. This way you don't have the problem of aligning the two discs so that the time hands intersect perfectly at the center.
Alternatively, the discs could be non-concentric. I could also reduce them in size by 50% if using a 15-20x monocular dissection scope in place of the Carson 10x magnifier.
This schematic shows that the focal length of the Carson 10x magnifier is so short that the motors would need to be placed off the side and pulleys used to drive each one of the concentric shafts (shown below).
